He called on Tanzanians to bear in mind that the constitution is not yet in place; adding that what was taking place now was just a process. ‘’We have to win by a landslide come 2015
elections. We have done an evaluation of the last elections as a basis for winning the next,’’ the national chairman told the fully-packed hall.

He told delegates that the party has discussed extensively the question of ethics. We should not hesitate to take action against all those who have been involved in corruption. “We should start afresh; we need to have upright leaders who have the interests of the nation at heart,’’ he pointed out. The chairman thanked the outgoing secretariat under the leadership of Mr
Makamba for their service to the party.

Turning to the new secretariat, he said CCM had high expectations on them – which they will answer to the party’s aspirations. The outgoing Secretary General, Mr Makamba said he thanked God for the good job that has been done by the party for the past five years. He stressed the need to strengthen the party on the way to the 2015 general elections.

He caused laughter when he invited the new secretary general to give him assignments, saying the outgoing leadership was always ready to be of service to the party. Mr Chiligati told a press conference shortly that NEC had decided that those who are listed in corrupion scandals should contemplate and make themselves accountable.

“You don’t have to wait for evidence, the moment the community sees you in that bad light, you have to be accountable by resigning. These are the hard decisions we have made,” he said.
