Call for Applications

The International Law Institute – African Centre for Legal Excellence (ILI-ACLE) is pleased to announce a seminar on International Criminal Law (ICL) that will run from August 13 – 24, 2012 at ILI-ACLE in Kampala, Uganda.

Funded by the Open Society Initiative for East Africa (OSIEA), the two-week training programme will introduce participants to the principles and developing trends in ICL. Running for the fourth time, the programme is intended to encourage young African legal professionals to substantively participate in and contribute to developments in ICL on the African and international stage, either through existing courts and tribunals, supporting civil society that work in the field, or through academic research and discourse.

The programme will be facilitated by world-renowned experts in ICL, including Justice Richard Goldstone. Justice Goldstone is a retired South African judge who issued key rulings that undermined apartheid from within the system. Amongst his various achievements, Justice Goldstone made the Group Areas Act (under which non-whites were banned from living in “whites only” areas) virtually unworkable by restricting evictions. During the transition from apartheid to multiracial democracy in the early 1990s, he headed the influential Goldstone Commission investigations into political violence in South Africa. Justice Goldstone’s work enabled multi-party negotiations to remain on course despite repeated outbreaks of violence, and his willingness to criticise all sides led to him being dubbed “perhaps the most trusted man, certainly the most trusted member of the white establishment” in South Africa. He was credited with playing an indispensable role in the transition and became a well-known public figure in South Africa, attracting widespread international support and interest.

Justice Goldstone’s work investigating violence led to his nomination as the first Chief Prosecutor of the United Nations International Criminal Tribunal for the former Yugoslavia and for Rwanda from August 1994 to September 1996. On his return to South Africa he took up a seat on the newly-established Constitutional Court of South Africa, to which he had been nominated by President Nelson Mandela. In 2009, Justice Goldstone led a fact-finding mission created by the UN Human Rights Council to investigate international human rights and humanitarian law violations related to the Gaza War. ILI-ACLE is honored to welcome Justice Goldstone and other distinguished ICL experts in this unparalleled learning opportunity

Tuition, travel, accommodation, seminar materials, certification and lunch/tea breaks will be fully funded for selected scholarship participants.

Please note that two places will be reserved for paying participants who are either ineligible to apply or for eligible but unsuccessful scholarship applicants (the seminar for paying participants is USD $ 2800, which includes tuition, certification, seminar materials, and lunch and tea break during seminar days. Full payment is due by July 20, 2012. Payment received after this date is subject to an additional cost of USD $200).

Eligibility

ILI-ACLE now invites participants from the below-mentioned countries to apply for this seminar.

The scholarship programme is open to recent law graduates (no more than five years working experience) with a demonstrated interest in ICL who are citizens of one of the following countries: Burundi, The Democratic Republic of Congo, Ivory Coast, Kenya, Liberia, Nigeria, Rwanda, Sierra Leone, Somaliland, South Africa, South Sudan, Sudan, Tanzania, Uganda, and Zimbabwe. A sound knowledge of the English language is required. Women are highly encouraged to apply.

Application Process

(1) Interested applicants must obtain an Application Form (also attached to this email) by contacting ILI-ACLE via email at administrator@ili.or.ug. In addition, you download the application form and other material from our website: www.ili-acle.org

(2) Applicants must submit a completed application form, as well as the additional supplemental documents:

(a) A cover letter;

(b) A detailed Curriculum Vitae outlining the applicant’s post-secondary education and professional accomplishments; and

(c) An essay (not more than three (3) pages)demonstrating the following:

? The applicant’s interest in ICL;

? The contribution of the programme to the applicant’s current responsibilities or future career path; and

? The applicant’s opinion of the greatest contributions and shortcomings of ICL.

Please note that plagiarism and/or falsification of education/accomplishments is not tolerated and constitutes immediate grounds for disqualification for this and any future activities under this programme.
